Creates an alternative pathway for foreign medical school graduates to obtain Florida licensure without completing an approved residency if they hold an active foreign license, have actively practiced medicine for 4 years, completed postgraduate training in a recognized country, and have a full-time employment offer with a Florida health care provider.

Requires applicants using the alternative pathway to maintain employment with their original employer or another Florida health care provider for at least 2 consecutive years after licensure and notify the board within 5 business days of any employment changes.

Renumbers subsections in section 458.311 to accommodate the new alternative residency requirement.

Updates cross-references in sections 458.313, 458.316, and 458.3165 to reflect the subsection changes related to licensure by endorsement, public health certificates, and public psychiatry certificates.
