Proposes creation of Section 28 of Article I of the State Constitution to preserve fishing, hunting, and the taking of fish and wildlife as a public right forever.

Includes protection for traditional methods of fishing and hunting.

Designates fishing and hunting as the preferred means of responsibly managing and controlling fish and wildlife.

Does not limit the authority of the Fish and Wildlife Conservation Commission under Section 9 of Article IV.

Requires submission to state electors for approval or rejection at the next general election or earlier special election authorized by law.
