Creates the Hamilton County Development Authority as an independent special district to facilitate economic development planning and implementation within Hamilton County.

Establishes a seven-member board of supervisors with staggered four-year terms; five members appointed by the Governor from county commissioner districts and two appointed by the Hamilton County Board of County Commissioners at large.

Grants authority to acquire and dispose of property, construct projects, borrow money, issue revenue-anticipation certificates, and contract for development of industry, commerce, agriculture, natural resources, and vocational training facilities.

Requires the authority to adopt an annual budget and provide financial reports per Florida Statutes chapters 189 and 218, and prohibits the authority from creating any debt against the state, county, or incorporated municipalities.

Becomes effective June 1, 2023, and may be amended only by special act of the Legislature.
