Creates section 106.38 of Florida Statutes prohibiting political committees from transferring funds to another political committee.

Amends the definition of "contribution" in section 106.011 to exclude transfers between political committees from being considered contributions, while retaining transfers between electioneering communications organizations.

Modifies section 106.07 reporting requirements to reflect that political committees must report transfers of funds received from or made to other political committees, consistent with the fund transfer prohibition.

Changes mandatory language from "shall" to "must" in multiple reporting provisions related to form design, receipt retention, and primary purpose calculations for expenditures.

Effective date is July 1, 2023.
