Establishes the Florida Space Exploration Monument to commemorate Florida's role in space exploration and honor residents and individuals who contributed to U.S. space achievements.

Assigns administration of the monument to the Department of Management Services, which will work with Space Florida to establish a design contest and selection committee to choose the monument design.

Requires the department to develop a comprehensive plan including the monument's design, placement, and cost, with location designated on the Capitol Complex premises (excluding State Capital Circle Office Complex).

Mandates the department to consider recommendations from the Florida Historical Commission and coordinate with the Division of Historical Resources when developing the plan.

Requires submission of the complete plan to the Governor, President of the Senate, and Speaker of the House by July 1, 2024; act takes effect July 1, 2023.
