Authorizes the Department of Transportation to conduct demonstration projects using phosphogypsum from phosphate production as road construction aggregate material to test its feasibility as a paving material.

Requires the Department of Transportation to complete a study evaluating phosphogypsum's suitability as a construction aggregate material by April 1, 2024, and may incorporate prior or ongoing studies in this evaluation.

Allows phosphogypsum to be used as construction aggregate material upon departmental determination of suitability, in accordance with United States Environmental Protection Agency approval conditions.

Declares phosphogypsum used in accordance with EPA-approved allowed uses is not solid waste and is an allowed use in Florida, and may be placed in phosphogypsum stack systems permitted by the department.

Takes effect July 1, 2023.
