Increases the maximum contract term for the Sanford Airport Authority from 50 years to 99 years for exclusive or nonexclusive contracts, leases, franchises, or other arrangements with any person.

Allows longer-term agreements for granting privileges of using or improving airport projects, supplying goods and services, or establishing charges and fees at airport facilities.

Maintains requirement that fees and charges from such agreements must not conflict with applicable Public Service Commission rules and regulations.

Takes effect upon becoming law.
