Amends Florida's Endangered and Threatened Species Act to direct the Fish and Wildlife Conservation Commission to protect species meeting state definitions regardless of federal classification status.

Prohibits the Commission from considering economic costs when designating species as endangered or threatened.

Adds climate change as an explicit factor in the definitions of endangered and threatened species for both wildlife and plants.

Applies identical protections to plants through the Department of Agriculture and Consumer Services, requiring it to continue protecting species that meet state definitions even if federally declassified.

Becomes effective July 1, 2023.
