HB 1235 Summary

• Florida Commission on Offender Review must develop and maintain a public database by July 1, 2026 to assist individuals disqualified from voting due to felony convictions (other than murder or sexual offenses) in determining voting rights restoration eligibility.

• Database must contain personal identifying information, remaining supervision terms, restitution amounts, fines and fees owed, and completion status of court-ordered sentence requirements for individuals whose voting rights may be restorable.

• Department of State, Department of Corrections, circuit court clerks, county comptrollers, and Board of Executive Clemency must provide required information to the commission monthly for database population.

• Commission must submit comprehensive plan by July 1, 2024 to Governor and Legislature detailing data collection methods, infrastructure needs, staffing requirements, anticipated costs, and draft implementing legislation.

• Person who registers to vote or votes in reasonable reliance on the database showing voting rights restored cannot be charged with criminal violations related to fraudulent voting or registration.
