Requires governmental entities to include provisions in public works contracts mandating that iron and steel products permanently incorporated into projects be produced in the United States.

Allows exceptions when U.S.-produced materials are unavailable in sufficient quantities or satisfactory quality, would increase project costs by more than 20 percent, or would be inconsistent with public interest.

Permits minimal use of foreign steel and iron materials if they are incidental to primary products, not separately identified in specifications, and cost no more than 0.1 percent of total contract cost or $2,500, whichever is greater.

Exempts electrical components, equipment, systems, and appurtenances (except transmission and distribution poles) from the U.S.-production requirement.

Requires the Department of Management Services and Department of Transportation to develop implementation guidelines and rules; effective July 1, 2023.
