Establishes a three-tier performance-based funding system for the William L. Boyd, IV, Effective Access to Student Education Grant Program beginning in fiscal year 2024-2025, with Tier 1 institutions receiving $500 more per student than Tier 2, and Tier 3 institutions receiving $0

Sets minimum performance benchmarks including: 32% access rate (Pell-eligible students), $7,263 affordability rate, 45% graduation rate, 65% retention rate, and 64% postgraduate employment/continuing education rate

Requires participating institutions to be licensed by the Commission for Independent Education and submit annual accountability reports by September 1, with presidents certifying compliance with reporting and disclosure requirements

Expands eligibility to include certain for-profit colleges with SACSCOC Level 6 accreditation and nonprofit colleges accredited by the Higher Learning Commission that offer nursing programs and have been in Florida for over 20 years

Requires institutions to provide each resident student with annual written disclosure of the institution's performance metrics, net cost to complete their degree, and expected earnings outcomes at 1, 5, and 10 years after graduation
