Defines "limited barbering" to include hair cutting and styling (with hair tonics and spray only), mustache and beard trimming, and shampooing with conditioners and blow drying, excluding chemical treatments.

Allows unlicensed persons to perform limited barbering in licensed barbershops if they register with the board, work under supervision of a licensed barber, complete HIV/AIDS training, and comply with safety and sanitation requirements.

Prohibits the board from charging a registration fee but allows denial if the applicant has been disciplined for barbering violations within the previous 3 years in any jurisdiction.

Requires barbershops to display proof of limited barbering registration alongside individual barber licenses and certificates in a conspicuous location.

Authorizes the Barbers' Board to discipline, suspend, or revoke limited barbering registrations for gross malpractice, incompetency, infectious disease, or violations of prohibited acts; effective July 1, 2023.
