Authorizes local law enforcement agencies to develop and maintain a "Persons with Disabilities Registry" database listing individuals with developmental, psychological, or other disabilities relevant to law enforcement interactions.

Allows adults with disabilities to self-enroll; permits parents or legal guardians to enroll minors and incapacitated adults, with written notification required within 5 business days of enrollment.

Requires proof of eligibility through certification from licensed medical professionals (physicians, advanced practice nurses, psychologists, mental health counselors, or psychiatrists) or documentation of legal guardian authority.

Registry may include the listed person's name, contact information, disability or condition description, information about who enrolled them, and any additional details provided during enrollment.

Local law enforcement officers may access relevant registry information during official duties; registrations remain valid until removal, which must be completed within 5 business days of a valid verbal or written request.

Takes effect January 1, 2024.
