Municipalities, counties, special districts, and other local governments are prohibited from enacting or enforcing any resolution, ordinance, rule, code, or policy that restricts or prohibits the types or fuel sources of energy that utilities may deliver to customers

Local governments are prohibited from restricting or prohibiting the use of appliances (including stoves and grills) that use any energy type or fuel source supplied by authorized utilities such as electric utilities, natural gas utilities, and liquefied petroleum gas dealers

"Appliance" is defined as a device manufactured and designed to use energy for which the Florida Building Code or Florida Fire Prevention Code provides specific requirements

An exception allows local governments to enforce restrictions to the extent necessary to comply with the Florida Building Code or Florida Fire Prevention Code

Municipalities or governmental entities that own and directly control an electric or natural gas utility may still pass rules governing that utility; effective date July 1, 2023
