• Increases maximum debt service transfer from State Transportation Trust Fund to Right-of-Way Acquisition and Bridge Construction Trust Fund from $350 million to $425 million.

• Authorizes automated license plate recognition systems on State Highway System rights-of-way for active criminal investigations only, with 30-day removal requirement and department liability exemption.

• Transfers Santa Rosa Bay Bridge Authority control to Department of Transportation and allows transfer of bridge system to turnpike system; repeals Santa Rosa Bay Bridge Authority statutes.

• Reestablishes Greater Miami Expressway Agency with revised governance structure including 9-member board and expanded service area to include portions of Monroe County; clarifies state ownership of expressway system.

• Streamlines airport temporary registration process with concurrent site approval and registration issuance; removes low-bid design-build milling and resurfacing contracts from annual contracting caps; authorizes phased design-build contracts for department projects.
