Creates new criminal penalties for retail fuel theft, including third-degree felony for breaching fuel dispensers or possessing fraud devices, and second-degree felony for tampering with dispenser components or using electronic communication to alter normal functioning.

Requires law enforcement agencies to remove, recycle, or dispose of seized fuel in a safe manner, and mandates judges order forfeiture of vehicles and equipment used in fuel theft violations (except the vehicle itself).

Holds persons convicted of fuel theft responsible for all reasonable law enforcement costs including towing, storage, fuel removal, and equipment destruction, plus restitution to retailers for fuel's retail value.

Revises Class "K" and "G" security license requirements to expand accepted firearms training credentials and adds a fourth waiver option allowing proof of federal Law Enforcement Officers Safety Act compliance.

Reduces charitable organization registration fee thresholds from $50,000 to $25,000 for volunteer-run organizations and reduces exemption threshold accordingly; authorizes online publication of security/recovery agent school information instead of paper format.
