Prohibits counties, municipalities, and local governmental entities from adopting or maintaining ordinances requiring a certificate of use before execution of a purchase or lease agreement, unless specifically provided by general law.

Requires property owners, landlords, or property managers to provide prospective lessees with structural soundness certifications, mechanical/electrical/plumbing system status, proof of proper permitting under Florida Building Code, copies of all architectural and construction documents, disclosure of previous property uses, and written assurance that agreements are not binding until certificate of use is awarded.

Mandates that all existing certificate of use ordinances, rules, or measures shall terminate and expire within 1 year after the effective date and cannot be extended or renewed except through adoption of a new ordinance meeting the bill's requirements.

Takes effect July 1, 2023.
