HB 1325 - Edith Schaffer Lederberg Senior Services Act

• Creates an independent special district in Broward County, effective January 2, 2025, governed by an 11-member Senior Services Council to provide and fund services for residents age 60 and older.

• Authorizes the council to levy ad valorem taxes up to 0.5 mills on all taxable property in the county, subject to voter approval in a November 5, 2024 referendum.

• Establishes council membership including 5 permanent members representing state agencies and county leadership, 2 county-appointed members, 1 consumer member appointed by county commissioners, and 3 members appointed by the Governor.

• Requires the council to prepare annual budgets, maintain financial records, file quarterly financial reports with the board of county commissioners, and provide annual written reports on program effectiveness and outcomes.

• Provides for district dissolution by special act of the Legislature or county ordinance with voter approval, and requires the county to assume all district debts and obligations if dissolved; establishes mandatory reauthorization referendum every 12 years.
