• Revises base salaries for five county constitutional officers (clerks of circuit court, county comptrollers, supervisors of elections, property appraisers, and tax collectors) based on county population, ranging from $26,250 for Group I counties to $41,475 for Group VI counties with 1 million or more population.

• Authorizes tax collectors, property appraisers, county comptrollers, clerks of circuit court, and supervisors of elections to budget for and pay hiring or retention bonuses to employees with approval from the board of county commissioners.

• Extends adoption benefits to employees of constitutional offices (tax collectors, comptrollers, appraisers, circuit court clerks, and supervisors of elections) who adopt children from the child welfare system, providing $25,000 for difficult-to-place children and $10,000 for other children, effective July 1, 2023.

• Allows school boards to contract with county tax collectors to administer driver's license road tests on school grounds.

• Effective date is July 1, 2023.
