CS/CS/HB 1355 Summary

• Prohibits governmental entities from knowingly contracting with entities owned or controlled by foreign countries of concern (China, Russia, Iran, North Korea, Cuba, Venezuela, Syria) or that give access to personal identifying information; requires affidavits from contractors starting January 1, 2024

• Prohibits governmental entities from providing economic incentives to foreign entities and requires recipients to sign affidavits attesting they are not foreign entities

• Bans foreign principals from purchasing agricultural land or real property within 20 miles of military installations and critical infrastructure facilities; allows existing owners to continue holding property but not acquire additional property; requires registration by January 1, 2024

• Specifically prohibits People's Republic of China and related persons/entities from owning or acquiring any real property in Florida; violations constitute felony of the third degree

• Requires health care providers using certified electronic health records to store patient information in continental United States, territories, or Canada; prohibits health care licensees from holding interests in entities with business relationships to foreign countries of concern; enhances penalties for threats made by foreign agents
