Expands Florida's unlawful dumping law to prohibit litter disposal on water control district property or canal rights-of-way without prior consent from the district board or manager.

Makes boat operators or owners liable when litter is thrown or discarded from vessels into waters or onto water control district property.

Requires water control district board members or managers to report unlawful dumping violations to appropriate law enforcement agencies and authorizes law enforcement officers to enter district property to respond to incidents.

Amends trespassing law to allow water control districts to post "no trespassing" signs at canal and road right-of-way intersections instead of requiring signs every 500 feet along property boundaries.

Takes effect October 1, 2023.
