HB 1371 Summary

• Defines "side-by-side vehicle" or "UTV" as a motor vehicle designed for off-road operation with minimum two side-by-side seats, operated by foot controls and steering wheel

• Authorizes operation of side-by-side vehicles on designated county roads and municipal streets, with local safety determinations required before designation

• Requires side-by-side vehicles to have efficient brakes, reliable steering, safe tires, rearview mirror, red reflectorized warning devices, headlights, brake lights, turn signals, and windshield when operated on public roads

• Prohibits persons under age 14 from operating side-by-side vehicles on public roads or streets

• Exempts operators of side-by-side vehicles from obtaining a driver license when operated in compliance with section 316.212; effective July 1, 2023
