CS/CS/HB 1383 Summary

• Changes the expiration date for local government occupational licenses imposed before January 1, 2021 from July 1, 2023 to July 1, 2024.

• Requires the Construction Industry Licensing Board to establish voluntary specialty contractor categories for 12 job types by July 1, 2024, including structural aluminum enclosures, marine work, masonry, steel, and solar installation.

• Prohibits local governments from imposing new licensing requirements for specialty contractors, except counties with areas of critical state concern can continue offering licenses for job scopes they regulated before January 1, 2021.

• Permits certain local governments to continue offering licenses for veneer, high-rise rooftop work, and fence installation if imposed before January 1, 2021.

• Prohibits local governments from requiring a license as a prerequisite to submit bids for public works projects if the work does not require a license under state law.
