Revises anchoring prohibition timeframes in designated anchoring limitation areas to prohibit anchoring between one-half hour after sunset and one-half hour before sunrise, and for more than 4 hours in a single day at any other time.

Removes two specific Biscayne Bay sections from the anchoring limitation areas list (sections between Di Lido Island and San Marino Island, and between San Marco Island and Biscayne Island).

Limits vessel anchoring during special events described in statute or other public events including music performances, government waterfront activities, or fireworks displays to the lesser of the event duration or 3 days.

Requires law enforcement officers to conduct national criminal background checks on vessel owners when issuing citations for violations of vessel operation and anchoring statutes.

Takes effect July 1, 2023.
