Florida Department of Transportation must conduct a study of the Hillsborough Area Regional Transit Authority (HART) examining its organizational structure, governance, financial assets, facilities, and operations

Study must evaluate potential dissolution of HART and options to continue transit services in Hillsborough County without the authority, including service delivery, funding, and asset management

Study must assess collaboration, consolidation, or merger possibilities with other Tampa Bay region transportation providers within or adjacent to Hillsborough County

Review of HART charter required, including governing board membership, funding, representation, terms, powers, duties, and responsibilities, with proposed policy amendments

Report due to the Governor, Senate President, and House Speaker by January 1, 2024
