CS/HB 1401 Summary

• Creates workgroup requirement by September 1, 2024 to develop minimum of four statewide "2+2" associate in science to baccalaureate degree articulation agreements in high-demand fields, with agreements submitted to Articulation Coordinating Committee by March 1, 2025.

• Requires each state university to adopt minimum of one local "2+2" associate in science articulation agreement with Florida College System institutions by start of 2025-2026 academic year.

• Establishes workgroup by September 1, 2023 to develop seamless transfer pathways for teacher preparation programs, including recommendations for education paraprofessionals and teacher apprentices to earn credit toward baccalaureate degrees.

• Directs Department of Education and Board of Governors to recommend improvements to statewide course numbering system by July 1, 2024 and requires review of common prerequisite manual with redevelopment of centralized database.

• Creates approval process for new associate in arts specialized transfer degrees with State Board of Education establishing criteria, Division of Florida Colleges reviewing proposals within 30 days, and Commissioner recommending approval within 45 days.

• Takes effect July 1, 2023.
