Establishes a biosolids grant program within the Department of Environmental Protection to provide grants to counties, special districts, and municipalities for wastewater conversion projects, subject to legislative appropriation.

Eligible projects include evaluating and implementing innovative disposal technologies for biosolids, and constructing or upgrading facilities that convert wastewater residuals to Class AA biosolids or alternatives to synthetic fertilizers.

Department shall prioritize projects based on environmental benefit, including reduction of nutrients and emerging contaminants and minimization of impact on water quality.

Requires a minimum 50 percent funding match from local, state, federal, or private sources, with authority for the department to waive this requirement for projects in rural areas of opportunity; reserves at least 10 percent of annual funds for rural area projects.

Requires grantees to provide annual reports on phosphorous and nitrogen content, type, and amount of grant-funded products derived from wastewater residuals, including information on product buyers and users.
