Creates the Emergency Residential Property Insurance Assistance Trust Fund within the Department of Financial Services with $500 million in state reserves to provide financial assistance to homeowners facing rising homeowners insurance costs.

Establishes eligibility for assistance based on demonstrated financial need or inability to pay homeowners insurance, limited to homeowners with total annual household income not exceeding $250,000 before taxes.

Designates the Department of Financial Services to administer the trust fund.

Automatically terminates the trust fund on July 1, 2027, unless terminated sooner, with a required review before the scheduled termination date per Florida Statutes section 215.3206(1).

Takes effect July 1, 2023.
