Department of Environmental Protection must develop a comprehensive waste reduction and recycling plan by July 1, 2024, based on recommendations from the department's 2020 75% Recycling Goal Final Report.

Department must convene a technical assistance group within the department to help develop the plan.

Comprehensive plan must identify recycling goals based on sustainable materials management and waste diversion, and include a 3-year implementation strategy covering recycling education/outreach, local government recycling assistance, and recycling materials market development.

Department must evaluate the former state Recycling and Education Grant Program and recommend either reinstating it or proposing alternative means of providing recycling assistance to local governments.

Department must submit a report to the President of the Senate and Speaker of the House upon plan completion, including status updates and recommendations for statutory changes needed to achieve the recycling goals.
