Adds a public records exemption for information relating to communications services locations, project proposals, and challenges submitted to the Department of Economic Opportunity under the Broadband Opportunity Program or federal broadband access grant programs.

Makes confidential and exempt from public inspection information that reveals network facility locations, capacity, geographical maps, network infrastructure features, cybersecurity details, specific customer locations, or project funding sources.

Exemption does not apply to the department's required publication of descriptions of proposed unserved areas to be served and proposed broadband Internet speeds as provided by applicants and approved by the department.

Exemption subject to the Open Government Sunset Review Act and will automatically repeal on October 2, 2028, unless reenacted by the Legislature.

Effective date July 1, 2023.
