Establishes the Florida Medical School Scholarship and Grant Program administered by the Florida Education Fund to provide scholarships to Black and Hispanic students enrolled in accredited medical schools or approved physician assistant programs in Florida.

Requires scholarships to be awarded to United States citizen students currently enrolled in programs leading to licensure under Florida chapters 458 or 459, with priority given to students who graduated from Florida high schools within the last 10 years or Florida postsecondary institutions within the last 5 years.

Authorizes the Florida Education Fund to award grants to public or private postsecondary institutions or nonprofit organizations to create and implement nontraditional mentoring services or support programs for minority students and underrepresented racial and ethnic groups pursuing professional degrees.

Appropriates $500,000 in recurring General Revenue Fund monies annually starting in fiscal year 2023-2024 to the Florida Education Fund for program implementation.

Takes effect July 1, 2023.
