Creates a Florida Museum of Black History Task Force within the Division of Historical Resources to provide recommendations for planning, construction, operation, and administration of a multipurpose museum facility.

Task force composed of nine members: three appointed by the Governor, three by the President of the Senate, and three by the Speaker of the House of Representatives, with appointments due by July 31, 2023.

At least three members must have 5+ years of experience in fields including history, historical research, archival design, building design, hospitality, business, finance, marketing, law, or education.

Task force must develop plans for location and construction, operational recommendations, marketing plan, financial self-sufficiency plan, and educational materials covering African-American military service, slavery, segregation, notable African Americans, Mary McLeod Bethune, historically black colleges and universities, and human dignity.

Task force must submit report to the Governor and Legislature by July 1, 2024, after which it expires; Legislature may then consider legislation for commissioning and operating the museum.
