CS/HB 1445 Summary

• Beginning July 1, 2023, public employees must sign a membership authorization form to join employee organizations; form must include right-to-work statement in 14-point type and disclose initiation fees, monthly dues, and compensation of five highest-paid officers.

• Employees may revoke membership at any time of year without providing a reason; employee organizations must honor revocation requests and cannot limit revocation to specific dates.

• Effective July 1, 2023, most employee organizations cannot have dues and assessments deducted by employers from employee salaries; exceptions apply to law enforcement, correctional officers, and firefighters.

• Effective October 1, 2023, employee organizations seeking to renew registration must provide audited financial statements and document membership numbers, dues-paying status, and eligible employees; organizations with less than 60 percent dues-paying members must petition for recertification.

• Adds prohibitions on employee organizations offering anything of value to public officers that violates ethics laws; requires employee organizations certified as bargaining agents to provide annual audited financial reports and notify members of all membership costs.
