Changes the submission deadline for governmental agencies using non-approved drones to submit a discontinuation plan to the Department of Management Services from July 1, 2022, to August 1, 2023.

Requires all governmental agencies to discontinue use of drones not produced by approved manufacturers by July 1, 2026.

Mandates that agencies failing to timely submit the required comprehensive discontinuation plan must stop using non-approved drones.

Directs the Department of Management Services to establish minimum security requirements for governmental drone use by rule to protect data confidentiality, integrity, and availability, consistent with federal guidance.

Takes effect upon becoming law.
