Mandates warning labels on digital device packaging informing consumers that excessive use can cause addiction and psychological effects, particularly in minors.

Establishes age verification requirements for websites with substantial pornographic or harmful material; prohibits retention of personal identifying information after access is granted.

Limits digital/electronic instruction to 10% of instructional time in grades pre-K through 8; requires schools to notify parents of such instruction in advance.

Prohibits wireless device use by students during school hours (except for classroom instruction, emergencies, or parental contact); restricts posting of student images and location information on social media.

Revises definition of "harmful to minors" and authorizes Department of Education to seize instructional materials deemed pornographic or harmful.

Establishes mental health assistance funding for school districts with minimum $100,000 per district allocation for school-based mental health services and programs addressing technology and pornography addiction.
