CS/HB 1465 - Firearm and Destructive Device Offenses

• Adds human trafficking to crimes subject to mandatory minimum 10-year imprisonment when a firearm or destructive device is possessed, and 15 years for possession of semiautomatic firearms with high-capacity magazines.

• Reduces maximum secure detention time for minors committing unlawful firearm possession from 21 days to 15 days for second or subsequent offenses.

• Creates second-degree felony for grand theft of a firearm when the offender has a prior conviction of grand theft of a firearm.

• Requires that juveniles charged with firearm possession or use offenses be placed in secure detention and expands detention authority to extend secure detention for such charges.

• Updates Criminal Punishment Code offense severity rankings and takes effect October 1, 2023.
