Creates the Vine Street Community Redevelopment District overlay district in Kissimmee, Osceola County with specific legal boundaries described by multiple reference points and property descriptions.

Requires the Division of Alcoholic Beverages and Tobacco to issue special alcohol beverage licenses to restaurants in the district meeting all requirements: at least 1,800 square feet of contiguous space, seating for 80+ persons, and deriving at least 51% of gross food and beverage revenue from food and non-alcoholic beverages.

Mandates compliance verification during the first 60-day operating period and each 12-month period thereafter, with failure to meet the 51% revenue threshold resulting in license revocation or denial of permanent license application.

Prohibits any person whose license is revoked or whose application is denied from applying for the same license type for 120 days after the final denial or revocation.

Takes effect upon becoming law.
