Revises nursing home residents' rights to clarify that restraints may not be used for punishment, staff convenience, or reasons other than resident protection or safety.

Creates a cause of action for ex parte temporary injunctions (up to 30 days) against unlicensed health care activity, requiring sworn petitions with specific allegations and allowing agency inspection records to be provided to law enforcement without redaction.

Requires the Department of Health to complete an inspection of physician offices seeking registration for office surgeries before registration is approved and to immediately suspend registrations of offices that refuse inspections for at least 14 consecutive days.

Establishes standards for gluteal fat grafting procedures in office settings, including requiring in-person patient examinations by the performing physician no later than the day before the procedure, prohibiting intramuscular or submuscular fat injections, requiring ultrasound guidance, and mandating a 1:1 physician-to-patient ratio during all procedure phases.

Takes effect July 1, 2023.
