Excludes vaccine administration from the definition of "treat," "treated," or "treatment" during public health emergencies.

Limits statewide public health emergency declarations to 60 days, renewable for 30 days with Governor concurrence and thereafter only by two-thirds majority vote of both legislative chambers; declarations automatically terminate if not timely renewed.

Allows individuals to refuse examination, testing, or treatment during a public health emergency by submitting written refusal to the State Health Officer based on health, religion, or conscience reasons.

Removes the State Health Officer's authority to use any means necessary to treat an individual, limiting forced treatment options when practical isolation or quarantine methods are unavailable.

Takes effect July 1, 2023.
