Eliminates the right to a jury trial under Florida Statutes sections 56.18 and 77.08 in postjudgment execution proceedings to enforce terrorism judgments entered under Florida law or 18 U.S.C. section 2333.

Prohibits defendants or persons from using Florida court resources to defend against postjudgment collection proceedings if they purposely leave Florida or the United States, refuse to enter or reenter the state, or evade court jurisdiction where a criminal case is pending.

Applies the restrictions to any entity owned or controlled by a person subject to these prohibitions.

Applies to any judgment collectible under state law and to civil actions pending or filed on or after the effective date of this act.

Takes effect upon becoming law.
