Department of State must create procedures by January 31, 2024 to review voter ineligibility information and provide it to supervisors of elections within one month of receipt.

Department must immediately notify ineligible voters of their ineligibility determination, including information about outstanding sentences, voting rights restoration procedures, and contact information for civil rights inquiries.

Department shall notify removed voters of their ineligibility and the basis for removal through email, text message, telephone, and certified mail.

Creates an affirmative defense in criminal voting fraud cases if the department, supervisors of elections, or other state agencies had access to information about the person's potential ineligibility or provided a voter information card.

Bill takes effect July 1, 2023.
