HB 1513 - Responsible Gun Ownership Act

• Requires licensed dealers to sell firearms with trigger locks or gun cases and to provide written warnings and safety materials to purchasers, with dealers retaining compliance records for 6 years

• Prohibits possession, sale, and transfer of unfinished firearm frames or receivers without serial numbers after January 1, 2024, except by licensed firearms manufacturers, with penalties escalating from misdemeanor to felony on repeat offenses

• Prohibits sale or possession of 3D printers and CNC milling machines designed or marketed for manufacturing firearms or unfinished frames/receivers to unlicensed persons, with criminal penalties for violations
