Titled the "Low Property Tax Incentive Program," the bill amends Florida Statutes section 553.80 regarding local government fees for enforcing the Florida Building Code.

Allows local governments to carry forward unexpended building code enforcement funds up to the average of their operating budgets for the previous 4 fiscal years, excluding reserve amounts and local government building construction fees.

Permits local governments that have levied 7 mills or less of ad valorem taxes and decreased building fees by at least 25 percent cumulatively over 5 years to carry forward up to 20 percent of excess funds for purposes other than building or structure construction.

Requires excess funds that cannot be carried forward to be used for fee rebates, fee reductions, or construction of buildings housing code enforcement agencies or training programs for building officials and inspectors.

Takes effect July 1, 2023.
