HB 1541 - Kareem Angel Green Act

• Creates section 514.073 of Florida Statutes establishing child water safety requirements for organizations that care for or supervise children younger than 12 years of age.

• Requires organizations (summer camps, schools, preschools, child care facilities licensed by the Department of Children and Families, and similar entities) to obtain written attestation from parents or guardians regarding whether children can swim or are at risk of injury or death in water.

• Mandates organizations provide Type II United States Coast Guard-approved personal flotation devices for children unable to swim at public bathing places, and Type II or Type III devices at public swimming pools, kept within 100 feet or in fenced areas.

• Exempts organizations from providing flotation devices if children are actively participating in swimming instruction with supervision.

• Authorizes state regulatory agencies to impose disciplinary action and administrative penalties against violating organizations and becomes effective July 1, 2023.
