Requires prescription drug benefits-identification cards, health insurance identification cards, and health maintenance organization identification cards issued or reissued on or after January 1, 2024 to include the plan type (if filed in state), indication of self-funded status, or network name.

Mandates state-regulated plans display "FL" letters with a QR code on the back left corner of identification cards directing insureds/subscribers to the Florida Division of Consumer Services complaint website.

Mandates federally-regulated plans display "FED" letters with a QR code on the back left corner of identification cards directing insureds/subscribers to the Centers for Medicare and Medicaid Services complaint website.

Allows information to be presented in a readily identifiable manner on the card or embedded through magnetic stripe, smart card, or other electronic technology for ready access.

Authorizes the Department of Financial Services to adopt rules to implement necessary changes to consumer complaint websites and hotlines to assist insureds/subscribers experiencing disputes with insurers or health maintenance organizations; effective January 1, 2024.
