Requires residential treatment centers for children and adolescents to display signs warning of human trafficking dangers and providing the National Human Trafficking Hotline number and Department of Law Enforcement contact information.

Establishes certification and regulation of adult safe houses for human trafficking survivors 18 and older through the Department of Children and Families, including minimum standards for safe environments, security, staff training, and trauma-informed services, with existing safe houses having 6 months after rules become effective to become certified.

Requires the Services and Resources Committee of the Statewide Council on Human Trafficking to conduct a comprehensive study of existing adult safe houses and submit an interim report by October 1, 2023, and final report by December 31, 2023, with recommendations for regulation.

Reduces the violation correction period for public lodging establishments from 45 to 90 days and requires penalties of $2,000 per day for non-compliance, with no correction period allowed for subsequent violations.

Appropriates $75,000 in recurring funds and $388,000 in nonrecurring funds to the Department of Children and Families for technology enhancements; effective July 1, 2023.
