CS/CS/HB 1567 Summary

• Expands authority to initiate elder and vulnerable adult abuse fatality review teams beyond state attorneys to include law enforcement agencies, Department of Children and Families, Office of the Attorney General, and Agency for Persons with Disabilities.

• Requires initiating entities to determine the geographic area served by review teams within their jurisdiction or service area, and allows review teams in existence on July 1, 2023, to continue operating under the new requirements.

• Specifies that review teams have two co-chairs: one appointed by the initiating entity and one elected by team members, with team members serving 2-year staggered terms.

• Requires all review team members to sign written acknowledgments of public records confidentiality requirements and criminal penalties for unauthorized disclosures before participating.

• Provides immunity from monetary liability for review team members and prohibits team communications and records from being discovered or introduced as evidence in civil, criminal, administrative, or disciplinary proceedings, with limited exceptions for testimony at policy hearings.

• Effective date: July 1, 2023.
