Licensed contractors must submit designs for two-way radio communication enhancement systems when required by building assessments, and local authorities cannot withhold temporary certificates of occupancy solely based on the need for such systems; installation must occur within 12 months of design approval.

Local authorities may require two-way radio communication enhancement systems or radio coverage assessments in new and existing buildings, with assessment frequency limited to once every 3 years for high-rise buildings over 12,000 square feet and once every 5 years for other buildings, unless specific conditions apply.

Exemptions include apartment buildings 75 feet or less in height with less than 150 units using wood framing, one- and two-family dwellings, buildings under 12,000 square feet with no underground areas, and low-rise apartments with direct exterior access; existing high-rise buildings have until January 1, 2025 to comply but must apply for permits by January 1, 2024.

Building owners requiring system retrofits must receive at least 1 year to complete modifications after receiving a code violation notice, and frequency licenseholder consent in recordable format is required for all new installations or modifications.

Local authorities cannot enforce requirements more stringent than those in the Florida Fire Prevention Code regarding two-way radio communication enhancement systems; the State Fire Marshal shall incorporate these provisions into the Florida Fire Prevention Code.
