Creates the Dog Breeding Trust Fund within the Department of Agriculture and Consumer Services as a funding source for implementing and enforcing dog breeding regulations.

Fund shall be financed by fees, penalties, or payments received by the state pursuant to dog breeding statutes.

Any balance remaining in the trust fund at the end of each fiscal year must stay in the fund and remain available for trust fund purposes, rather than reverting to the general fund.

Trust fund is scheduled for automatic termination on July 1, 2027, unless terminated earlier, and must be reviewed per Florida Statutes section 215.3206 prior to its scheduled termination.

Effective date is contingent on HB 1581 or similar legislation being adopted in the same legislative session and becoming law.
