Changes the distribution schedule for cigarette tax funds beginning July 1, 2021 instead of July 1, 2023, and extends the distribution period through June 30, 2054.

Reduces the percentage of net collections paid to cancer centers from 21 percent (July 1, 2023 - June 30, 2024) to 7 percent for the period July 1, 2021 - June 30, 2024.

Further reduces the percentage from 30 percent to 10 percent for the period beginning July 1, 2024 through June 30, 2054.

Expands recipients to include three cancer centers in equal shares: H. Lee Moffitt Cancer Center and Research Institute, Sylvester Comprehensive Cancer Center of the University of Miami, and University of Florida Shands Cancer Center.

Takes effect July 1, 2023, and maintains a minimum appropriation floor based on fiscal year 2001-2002 payment levels to the H. Lee Moffitt Cancer Center.
